A Toolkit Comprehensive Mobility Plan CMP : In developing countries, cities all over the world are rapidly becoming engines of economic growth. In India, although only 35% of the national population lives in urban areas, they generate more than 65% of the GDP.

This is a toolkit comprehensive mobility plan. The country's future CMP also expects that cities will drive growth. Hence it is necessary to ensure that these urban centers are well equipped in terms of infrastructure if India is to move forward on the path of development.
- In this context, the central government has decided to promote 100 smart cities in the country. Ease of urban mobility from one place to another is the core of the “Smart 100 Cities” pilot, with the ultimate goal of making all 100 smart cities smart cities.
- A highly efficient transportation system that provides easy access to jobs, education, healthcare, and other needs is essential. To ensure “Smart 100 City” mobility for all, cities must develop a comprehensive urban transport strategy.
- In the current Plan CMP, “Smart 100 City” urban transport projects are designed and implemented in a piecemeal manner and Plan CMP are generally not integrated.
- Land use pattern. Some cities prepare urban transport master plans by carrying out traffic and transport studies, but such plans mainly focus on the movement of vehicles and do not pay enough attention to the mobility of people and goods.
Overall mobility of people is not properly addressed.
The toolkit Comprehensive Mobility Plan (CMP) concept is a long-term vision for desirable accessibility and mobility patterns for people and goods in an urban agglomeration. It (CMP) focuses on mobility of people to solve traffic problems in urban areas and (CMP) (NMT) promotes better use of existing infrastructure (i.e. improvement of public transport, pedestrian and amenities). which integrates land use as well as transport development and is essential to create 100 smart cities.
A Toolkit Comprehensive Mobility Plan CMP – : What is CMP?
A Toolkit Comprehensive Mobility Plan CMP – “Smart 100 City” is a vision statement of the direction in which urban transport should grow in the city. All components of urban transport should be included in the integrated planning process. A toolkit for preparing CMPs was first developed by MoUD in collaboration with ADB in August 2008.
The focus of the toolkit was on:
- 1. To optimize “mobility patterns of people and goods” instead of vehicles
- 2. Focus on improvement and promotion of Public Transport, NMVs and Pedestrians as important modes of transport in Indian cities.
- 3. To provide a recognized and effective platform for integrating land use and transport planning
- 4. Focusing on optimization of movement of goods
However, to address the various mobility aspects of “Smart 100 City” cities and the growing concerns of social and environmental sustainability of cities, there was a need to review existing guidelines and provide plans and new guidelines for cities to address the growing challenges of overall sustainability.
An improved toolkit will ensure the following:
- • Low-carbon mobility growth scenarios for the city
- • Equality to all sections of society, including the urban poor and the disabled
- • Incorporation of service level benchmarks
Scope of A Toolkit Comprehensive Mobility Plan CMP The preparation of CMP includes the following steps:
- a) Understand the present travel characteristics and forecast travel demand for the planning horizon.
- b) Estimate emissions from urban transport based on the travel demand and technological choices.
- c) Integrate transport options with land use structure and develop alternative scenarios for sustainable transport.
- d) Work out the mobility plan which is economically, socially, environmentally and technologically sustainable and be an integral part of development plans / master plans.
- e) Suggest an implementation programme for a successful execution of the selected interventions.
Surveys for CMP Preparation : A Toolkit Comprehensive Mobility Plan CMP –
For the preparation of Comprehensive Mobility Plan, the required information will be collected and compiled through primary surveys and secondary sources as per the survey formats listed in Section IV (Annexure 1). It provides a comprehensive list of formats required for all cities of population greater than 1 lakh, however for smaller cities some of the data may not be neededMain Features of A Toolkit Comprehensive Mobility Plan CMP – The main features of CMP are the following:
- a) Prioritise mobility for all socio economic groups and genders.
- b) Give adequate attention to sustainable modes of transport (i.e., public transport, pedestrians and nonmotorised).
- c) Provide a recognised and effective platform for integrating land use and transport planning.
- d) Integrate impacts of transport on local air quality,emissions, safety and social aspects.
- e) Focus on the optimisation of goods transport.
Key Outcomes of a A Toolkit Comprehensive Mobility Plan CMP – The CMP should lead to the following outcomes in the long term:
- a) Improvement in mobility for all socio-economic groups and genders
- b) Improvement in air quality of Sustainable Urban Transport Scenario with reference to the BAU scenario
- c) Improvement in safety and security for pedestrians, NMT and liveability in the city
- d) Increase in sustainable transport mode share and a decrease in private motor vehicle use
- e) Achievement of desirable indicators and benchmarks
- f) Integral part of Master Plan
